Rosita L. Marinez is a social work executive, strategist, author, and leadership mentor with more than 20 years of experience across housing, behavioral health, and nonprofit services. She has held executive and senior leadership roles, overseeing complex operations, building teams, and advancing services for underserved
communities. Throughout her career, she has created or led the rollout of 14 innovative programs, most recently developing Health Connect to integrate housing and clinical services for individuals with complex needs.

Rosita founded Housing ER Consulting in 2023 to help organizations strengthen the operations, leadership, and services their communities depend on. HER brings her executive experience to practical consulting, training, and coaching that help organizations address challenges and equip leaders to guide lasting change.

Her work is grounded in the belief that housing is a human right and that strong organizations invest in their people. Through culturally responsive practices and mentorship for emerging BIPOC leaders, Rosita advances HER’s commitment to housing, equity, and resilience.
