HER is an innovative consulting company offering an array of services to organizations in the housing sector to launch, grow, and expand housing programs and real estate developments.

Our focus areas are program development, Low-Income Housing Tax Credit (LIHTC) compliance, strategic planning, and creating socially conscious designs for both new developments and existing housing projects. We also provide leadership trainings from a social justice perspective, to help organizations navigate the complexities of the housing sector from an equitable lens.

Meet Our Founder

Rosita L. Marinez, MS-NPL, ADV-CSW, CSWM, MSW, is an executive strategist, award-winning author, and leadership advocate recognized for advancing innovative solutions across housing, behavioral health, and community systems. With more than twenty years of experience in the nonprofit sector, she has led large-scale initiatives that integrate supportive housing, clinical services, workforce development, and cross-sector partnerships to improve outcomes for individuals living with serious mental illness, HIV/AIDS, complex health conditions, and housing instability. 

Most recently, Rosita served as Senior Vice President and oversaw the operations and community partnership of the East New York HUB.. She also led the development of strategic community partnerships across healthcare, housing, and behavioral health systems, advancing coordinated service delivery and access pathways for vulnerable New Yorkers.

A signature innovation under her leadership was the creation of Health Connect, a high-acuity clinical service model embedded directly within scattered-site housing. This interdisciplinary approach strengthened early engagement at the time of housing entry, improved service coordination, and supported long-term housing stability for residents with complex behavioral and medical needs. 

Earlier in her career, Rosita played a key role in advancing HIV/AIDS housing access, healthcare coordination, and benefits navigation programs, while also designing workforce development pathways that strengthened service delivery capacity across community-based organizations. Her work consistently bridges systems of care to expand stability, opportunity, and equity for historically underserved populations.

Beyond executive leadership, Rosita is a committed mentor who advances the development of emerging BIPOC leaders in the nonprofit and supportive housing sectors, including through sector leadership initiatives such as RELISH. She has presented at national conferences, participated in policy and practice panels, and contributed to podcasts on housing equity, behavioral health integration, and social justice leadership. 

Rosita is a co-author of Latinx/e in Social Work, Volumes 2 and 3 (Mentorship Edition), and of Today’s Inspired Leaders, Volume 6, where she shares insights on leadership, representation, and systems change. Her scholarship and speaking engagements reflect her commitment to advancing culturally responsive leadership across the profession.

She is the recipient of several honors, including the 2026 CUNY Alumni Recognition of Excellence, the 2026 P.O.W.E.R. Women of Empowerment Award, and the 2025 NYC & State Latino Trailblazer Award.

Rosita has also overseen a wide range of New York City housing contracts, including those from DOHMH, HUD, DHS, OASAS, HASA, OMH, SAMHSA, ESSHI, and NY 15/15. This experience highlights her extensive expertise in managing complex housing initiatives across multiple agencies.

Housing Development

Rosita has also played a key role in the rehabilitation of HUD and OMH buildings, focusing on enhancing both the structural integrity and the social design space. Her efforts in beautifying these environments reflect her dedication to creating more welcoming and supportive spaces for residents.

2022

Rosita also made a significant contribution by opening the first Housing Resource Center (HRC) within the clubhouse model at Fountain House. This center provided critical information and resources to individuals with Serious Mental Illness seeking housing, further demonstrating her commitment to innovative solutions in mental health and housing.

Transitional Housing Initiative for Justice-Involved Individuals

  • A structured reentry housing model that supports individuals returning from incarceration through transitionalhousing, case management, behavioral health coordination, workforce readiness, and pathways to permanent housing, promoting stability and reducing recidivism.

Housing Initiative-Social Practice Model
